An oligarchy is a government where only a handful of people rule; this small group, which often tends to be comprised of males only who are wealthy elites, makes all the decisions, and has all the power. In business, another word for this is an oligopoly, where a small group of corporations control an entire field, making competition impossible.

An oligarchy can indeed be guilty of brutality and can commit acts of tyranny. The term "tyranny" refers to the behavior of a tyrant, a single ruler who controls an entire country. Tyrants usually permit no dissent, imprison or kill those who disagree, and behave in an arbitrary manner. There are certainly intersections between oligarchy and tyranny, but usually, oligarchies are more associated with corruption and with preventing other groups from gaining power; tyrannies are more associated with a single ruler who is known for acts of physical brutality upon those who dare to disagree with his rule.
