When you register an account on the Minecraft website, that's just a general account. You can play the free Minecraft Classic using it. To play the full game, you need to upgrade to a premium account by paying, that lets you play full Minecraft.
It just gives you a higher level of interest. A basic account only gives you 4.5% interest. But if you have 1,000NP in the account, you can upgrade it to a Neopian Student account, giving 5.5%, all the way up to 12.5% interest on an Ultimate Riches! account though it requires a minimum of 10,000,000NP to upgrade it to that level.

If you mean to ask where you can download the game, you can download it on minecraft.net. You can play the online in-browser version, or download the .exe file to play it on- or offline. The .exe file you can download is the file you use to play it no matter if you are premium or not. As you create your account at first you will be non-premium, but if you pay for the game, your account will get the "premium-status" and a lot more features will be unlocked (ie multiplayer)
it should that has almost the same specs as my laptop and by "how long will it take to get your premium to be able to play" i dont know what you mean. -_- you must purchase a premium account (if that helps)
