The effects of ice wind and rain on rocks is called erosion.
There are three things that cause weathering in rocks. These factors are wind, plants, and water. Wind and water make the rock dissolve away. Plants can cause the rocks to crack.
Wind and rain can erode rocks and landforms over time by wearing them down. Wind can carry abrasive particles that can physically weather rocks by scraping them. Rain, with its acidic nature, can dissolve minerals in rocks. Together, wind and rain can shape landforms like canyons, arches, and hoodoos through a process called erosion.

Wind and rain erosion causes rocks to become dislodged will let it fall or roll to the bottom. Wind and rain erosion do cause rocks to roll to the bottom of a hill but more importantly gravity does. Gravity is the main reason :)
Rocks can be weathered by the wind or rain, or if water gets in some of the cracks, it would break apart
