If you have a treasure card(s) in your deck, you will need to discard one card in your deck to draw a treasure card. Right click on a card to discard, then if you have a treasure card(s) in your deck, the "Draw" button at the bottom will be clickable, and this will draw one random treasure card into your hand when you click on them. You will need to discard one card to draw one treasure card, so if you need two treasure cards, discard two cards in your hand and click the Draw button two times.
The X card means discard all. When played, you discard all cards of the same color as the discard all card(e.g; if the card on the top of the pile is a green 6, you may play a green discard all card and discard all your green cards.) Play resumes after the player who played the discard all card.
If you used a treasure card in a battle, it is gone, but that doesn't mean you are never allowed to cast it again. If you still have enough money you can buy another treasure card of the same thing and still use it.
By "permanent" I suppose you mean to make the treasure card a card you train. Well, sorry but that's impossible. Treasure cards are one-time use only so you cannot add them to your trained deck. So if you brought a very rare treasure card, you will need to think twice about what to use it on so you won't waste your money.
