"Yield the Right Of Way" means that the vehicle on the intersecting roadway to your right (at a stop sign) has the legal right of way and they should go before you do.

On entering a highway (freeway) by an 'on ramp', the vehicle which is already traveling down the road you are merging onto has the "Right Of Way" and you are required to yield to their vehicle when entering traffic.

Most drivers will move over and let you in, so not to disrupt the flow of traffic, but they are not required by law to do so. You are required by law to yield them the right of way because you are entering their lane of travel (their Right Of Way) in traffic.
