The only breed that I'm certain has webbed feet is the Spanish Water Dog, and I think they can be tricoloured
Many Dog Breeds have webbed feet. The Bernese Mountain Dog is tricolored and has webbed feet
When you say 'tri colored' of you mean with three colors than a Bernese mountain dog would be good.
They have webbed toes and three colors, the ones I have seen are black a brownish red and white. However they are big dogs!

I have a Boston terrier bulldog mix and she has webbed feet.
Regardless the appearance, it is physically impossible for a dog to have actual webbed feet. Yes, there is loose skin between the toes, but it is not technically webbed feet.
The Akita, a dog of Japanese decent, does have webbed feet. This makes their swimming style different than that of a typical dog. However, they do not like swimming and will only go into the water if necessary.

If one of the dogs parents was a dog that had webbed feet, such as a retriever, than it could of inherited that trait.
Two creatures come to mind that have webbed feet for swimming, One is the platypus. And the second is the Beaver. This is actually a common adaptation for any creatures that live on the water; however it is far more common is birds then in mammals.
