For most of World War 1 Germany was short of foodstuffs and a wide range of raw materials. Germany had entered the war on the assumption that France would be defeated within six weeks. When this failed, Germany established a government department to harness the economy to the war effort. It was called the Reichswirtschaftsamt (usually abbreviated RWA) and was headed very ably by Walther Rathenau.
