The British issued it so that the colonists would not enter or cross the land of the Hudson River Valley. This caused the colonists to be angry because they had won that land anywayin the French and Indian War. The Proclamation of 1763 was one of the major things that led to the American Revolution. And it was issued because the Indians were attacking those who came past the Ohio River Valley and into their land, and because Great Britain didn't want extra expenses to pay while the colonists were spreading out into new territories. They were in debt after the French and Indian war and couldn't afford it.
