if you sweat, then all the sweat stays on you and you might get a cold and a temperature that is why you should take a shower and change clothes after doing a physical activity! If the water is room temperature, meaning the same temperature as the air, then you wouldn't feel a change in temperature. On the other hand, If there was a breeze or the air was otherwise in motion, it might increase evaporation of skin moisture and have a cooling effect. In that situation, putting your hands into the water might make them feel warmer.
Once its warmed up the average temperature should be about 190 degrees. If its any hotter you might want to check your cooling system. The EGR valve can also effect your temperature
