Is Middlesbrough a symbol of the Industrial Revolution?

The Industrial Revolution took place in England between 1750 and 1850, everything changed, mining, transport, agriculture and even technology. Population grew at a considerable rate. Cheap labour was readily available. From 1829 Middlesbrough sustained high growth in technology and population. It was to become, in a very short time, a port for North East coal. The railways came in 1833. From 1840 Middlesbrough Dock was built. Ironstone was found in the area in 1850. From then on, ironworks commenced and steel works followed. Middlesbrough set the world price for steel. The town became known as Ironopilis. The fortunes of the area have declined, but the town was/is a symbol of the Industrial Revolution

When boats are heading towards each other which way do they pass is it port to port or starboard to starboard?

Port to port is the preferred method passage in most cases, however it is not always possible or practical. Also in crossing situations it maybe unsafe to arrange a port to port passage. I have seen plenty of acceptable starboard to starboard passages.
