The Military Reconstruction Acts, of 1867 and 68 were four statutes passed during the Reconstruction Era following the War Between the States.A key feature of the Acts was the creation of five military districts in the South, each commanded by a general. These districts would serve as the acting government for the region.In addition, they required each state draft a new state constitution, which would have to be approved by Congress. The states also were required to ratify the Fourteenth Amendment to the United States Constitution and grant voting rights to black men.So 14 amendment, maybe the most litigated amendment, was not volunterely ratified by all states of the United States. Though it is of questionable constitutionality, it is the basis for forming the basis for landmark decisions such as Roe v. Wade (1973) regarding abortion, Bush v. Gore (2000) regarding the 2000 presidential election, and Obergefell v. Hodges (2015) regarding same-sex marriage.

The South faced the challenge of building a new society not based on slavery. It was hard not to discriminate against people who they thought were at a lower level than themselves. It was so hard not to base laws off of slavery since that's what they mainly believed in. The reconstruction plan also sparked the Klu Klux Klan and other extremist groups that terrorized African-Americans and forced the republican party out of the south allowing the democratic party to once again gain political power in the south.

In 1867 the state of Mississippi sought an injunction to stop US President Johnson's ability to enforce the Reconstruction acts of March, 1867. The state claimed the acts were unconstitutional.The US Supreme Court rejected the plea for the injunction on the grounds that the Court had no legal means to prevent the president from enforcing his "official" duties of enforcing the laws. This case remains a disputed one even today. The case was Mississippi vs. Johnson.
