The Ku-band (12-22 GHz frequency, 2 cm wavelength) is much stronger than the the other bands (x, c, l). The Ku band of microwave frequencies ranges from 12 to 18 GHz. A frequency of 1GHz is not in the Ku band. There is no correspondence. Is the 1GHz setting on the spectrum analyzer a center frequency? Or is it one of the ends of the spectrum analyzed? Is it the width of the spectrum being analyzed? And if it is the latter, what is its center? Knowing these things will still not change the answer given, but may help to "sort out" a possible problem with the question the way it is written.

The signal power lost in transmitting from earth to the satellite and back to earth again varies with frequency, but not as a simple linear sloping line increasing with frequency way, it has peaks and troughs. This is because at some frequencies Oxygen and Water absorb much more power and it is difficult to generate enough power to pass a strong signal through the atmosphere, so those frequencies are avoided. Ku band uses a part of the frequency spectrum with a lower atmospheric loss between earth and space, so relatively less microwave power is needed to efficiently transmit to and from the satellite.
Perhaps, you misspelled it. It should be Ku band, a high frequency band used for beaming satellite signals, including Television channels.
