In a vacuum it does not have any effect. In a fluid, surface area, shape and texture has great effect. A small, smooth, aerodynamically designed surface area, especially the leading surface area would aid in positive acceleration. The opposite would aid in negative acceleration.
Normally it is mounted on the engine block. The surface is called the oil filter mounting surface.
Not applying a film of oil to the gasket before installation. Grit or dirt on the gasket or mounting surface. Over-tightening the filter. Only tighten 3/4 turn after making contact with the mounting surface.
Your GPS comes with a bracket, and screws. There should be instructions that tell you how to install the screws into the bracket to provide a stable mounting surface for your GPS.
Remove the old oil filter, check to make sure the old filter gasket came off and is not sticking on the mounting surface. Wipe the mounting surface clean with a clean cloth and inspect it for cracks or scratches. Apply a thin coat of oil to the new filter gasket. Install the new filter and tighten it 3/4 turn after it makes contact with the mounting surface, no more & no less. If you then have a leak and the mounting surface has no scratch in it then the leak is above the filter and running down making it appear that the filter is leaking when in fact it may very well be a valve cover that is leaking.

Remove the old filter. Look at the mounting surface for the filter and make sure the old gasket did not stick to this surface. Wipe it clean, apply a film of oil to the gasket of the new filter, install the filter and tighten 3/4 turn (no more no less) after it makes contact with the mounting surface.

Air resistance acts on a pendulum swinging through air just as friction acts on an object sliding across a surface, causing it to come to a halt.
