Technically, he didn't.When Voldemort gave him his mutant hand, he didn't tell him that the hand was "cursed", in a way. When Wormtail was choking Harry in Malfoy Manor (Deathly Hallows), Harry reminded Wormtail that he owed him for sparing his life in the shrieking shack (Prisoner of Azkaban). Because of this, Wormtail let Harry go. However, when he did this, his own hand turned on him, and, even though Wormtail tried to stop it, it punished him for his act of mercy by taking his life.
Throughout the series he has always been bad, but looking at the way Voldemort has used his family and his home, I guess he is scared of Voldemort as he rightly should be. His father has been disgraced and is looking to gain favour with Voldemort again and prehaps saw an opportunity by having Voldemort use his mansion as a base of operations. Even Narcissa, Draco's mother, seems to be scared even from the beginning of the 6th book. Draco rebels against Voldemort in his own way when Harry, Ron and Hermione are brought back to the mansion by the Snatchers. Even though he knew Ron and Hermione and could therefore guess that the other person was Harry, even with the Stinging Jinx in place, he still said that he couldn't be sure which would have undoubtably given Harry time to think of what to try and do to escape when put into the cellar.
