The Roman Forum was not built by anyone in particular. It developed over centuries. Its development started many centuries before the beginning of rule by emperors. It started during the regal period (875 B.C.-509 B.C.) and continued during the 482 years of the Roman Republic (509 B.C.-27 B.C.). By the time of rule by emperors it was already well developed. Several emperors added to it. Some emperors also built their own fora (plural of forum) which are now called imperial fora. They are the Forum of Augustus, the Forum of Nerva (which was actually built by Domitian). julius Caesar (who was not an emperor) also had a forum built.
