Vladimir Lenin did by arranging the Treaty of the Soviet Union in December, 1922 among Russia, Ukraine, Belorussia and the Transcaucasus Federation (Georgia, Armenia and Azerbaijan). Afterwards, the Soviet Union brought other republics into the union.

Armenians come from HISTORIC ARMENIA, which is a much larger piece of land than the current Republic of Armenia (but includes all of that country). Most of Historic Armenia is in the northeastern portion of Turkey, but there are parts of it in the Republic of Georgia, Azerbaijan, Iran, Iraq, and Syria as well. The USSR was a Russian empire. Most countries in Eastern Europe used to be part of Russia, and was under Russian control during the Soviet Union's reign. Estonia, Latvia, Lithuania, Belarus, the Ukraine, Moldova, Georgia, Armenia, Azerbaijan, and Kazakhstan were all part of the USSR and Finland achieved independence just prior to the formation of the USSR.
Azerbaijan straddles the border between Europe and Asia in the Caucasus region with an east coast on the Caspian Sea. It borders Russia to the north, Georgia and Armenia to the west, and Iran (proper) to the south. Azerbaijan was divided between the Russian Empire and the Persian Empire by the Treaty of Ghulistan in 1813. As such not all of Azerbaijan is inside the independent Republic of Azerbaijan (independent from Russia* since 1992). Currently Azerbaijan is divided between Iran and the Republic of Azerbaijan. The larger portion of Azerbaijan currently lies within the borders of Iran and this Iranian administered area is divided into thee provinces, namely; East Azerbaijan, West Azerbaijan and Ardabil. *Note - the Russian Empire was called the U.S.S.R. between about 1922 and 1992.
