An electrical fire is caused by excess electricity heating electric circuits, that are incapable of carrying the wattage being drawn, causing the insulation or nearby materials to ignite. Wires are designed to carry specific wattage (amperage at specified voltages)and carry built in resistance at various wire gauges for different voltages. Increases in voltage for specific wires increases the amperage that can be carried due to reduced resistance but could cause stray current (grounding or shorting) if the wrong insulation is used. Lower voltages increase resistance and cause heat build up for equal amperage. Larger wire sizes reduce resistance.

Essentially resistance produces heat, much like friction produces heat. Once the ignition temperature of a material is reached it will burn. Thus the combustion of the material is the release of chemical potential in the burning material.

The electricity itself is not producing the fire, just the heat to cause combustion of combustible material.
