Fluorescence causes the light in neon signs. The following is a simple explanation of fluorescence using quantum theory. Electricity excites the electrons around the neon nucleus, causing them to rise to a higher energy level. When the electron falls to its original energy level, the energy it absorbed is released as light. Because the energy levels in neon are the right distance apart, the energy released is of the right frequency to be seen by the human eye.
