I've actually never seen 07 Ghost but I'm pretty positive my answer is correct. You'll never find a manga and anime that are the same. Sure, they'll have the same name, but either the anime has extra scenes (called fillers) or the manga adds extra scenes (because of the ability to add more violence and action.) Just about all mangas and animes fall under this. -They're not exactly matched, as the anime cuts off when Teito and Frau leave the church as opposed to following through the houses and Teito's journey to Seele. Overall the anime does touch down on several of the same points as the manga in that point of the story, but two things the anime had largely different was Mikage's death (There was a festival at the church beforehand) and at the end of the apprentice exam when the military raids the church. Teito and Ayanami pretty much have a face off, but all of the Ghosts and Black Hawkes are involved too
