I can't find "C'mon Bessy" but "C'mon Emma" was said by the old man in charge of hitting the standardized test scoring machine with a broom when it jams in Separate Vocations.
"C'mon Bessy" may have been said by Cleatus.
It's an episode that stands alone. It's not part of any applicable continuity of the story line of a particular series. The Simpsons' Treehouse of Horror episodes are perfect examples. The events in those episodes have no bearing on the series in general, specifically the deaths of characters.

You might be thinking about his line, "Outta my way jerkass" from Joy of Sect, but a little more information might be helpful.
It would depend on your personal sense of decency or morality but one risque line from The Simpsons would be Bart at the breakfast table saying he could "walk around with Bart Junior hanging out". The implication being he's referring to his 'manhood' (or in his case 'boyhood'), but in actuality he's referring to a pet frog. - At the end of a Christmas episode, that featured Katy Perry as a live guest star w/ puppet Simpsons characters. The Moe puppet turns his back to the camera and kisses Katy on her on her bellybutton however Katy responds with the line, "That's not my bellybutton". - From The Simpsons Movie there are few which is why it was rated PG13, seeing Bart completely naked while skateboarding could be considered inappropriate. Marge saying "throw the God damn bomb" & Homer flipping the bird to the mob should be mentioned.

Maybe, it depends
Springfield.Ron Howard is quoted in Tim Delaney's Simpsonology(2008), "It's the only town in America that'll let me fish with dynamite." This is a line by guest voice Howard playing Ron Howard in The Simpsons episode #208, "When You Dish Upon A Star."
