It would depend on your personal sense of decency or morality but one risque line from The Simpsons would be Bart at the breakfast table saying he could "walk around with Bart Junior hanging out". The implication being he's referring to his 'manhood' (or in his case 'boyhood'), but in actuality he's referring to a pet frog.

At the end of a Christmas episode, that featured Katy Perry as a live guest star w/ puppet Simpsons characters.
The Moe puppet turns his back to the camera and kisses Katy on her on her bellybutton however Katy responds with the line, "That's not my bellybutton".

From The Simpsons Movie there are few which is why it was rated PG13, seeing Bart completely naked while Skateboarding could be considered inappropriate. Marge saying "throw the God damn bomb" & Homer flipping the bird to the mob should be mentioned.
Because some of the stuff is inappropriate. And it has swear words so its not for kids.
Probably not as many today (2014) but people thought The Simpsons was quite inappropriate in its heyday.
God.
No. There are quite a few dirty references and swearing, and material that is pretty much considered inappropriate for children under 13 or 14. 13 or 14 is a better age to watch Family Guy, whereas the Simpsons would be acceptable, in my opinion, at 12.
Halloween II that is what I think they reapeat a lot of inappropriate stuff. ALot of blood and gore.
Them are some nice feathers.

As opposed to what... being inappropriate? It's appropriate because it just is. It's an instrumental tune written for the show.

Inappropriate or appropriate is a socially based idea. This is evident when cultures are compared. Only you can decide what is inappropriate or not for you to do for yourself. If you are asking what is inappropriate for public areas: nudity, masturbation, self harm, and illegal actions.
Without knowing which character or in which episode they appeared, your question is hard to answer. If there was a new character in Season 21, most likely what happened to them is the same thing that happens to most of them. They were one shot characters and only existed in the Simpsons world for the one episode they appeared.
