The Epistle to the Hebrews is not the same as the Hebrew scriptures. The Hebrew scriptures, known to Christians as the Old Testament, are the holy books of Judaism, also accepted as sacred by the Christian Churches. The Epistle to the Hebrews, strictly speaking not a letter, but rather an encyclical or even a sermon, is a purely Christian book thought to have been addressed to a group of Christian Jews.
The epistle known as the First Epistle of Peter, or 1 Peter, is addressed in part to Cappadocia, but scholars say that the epistle was not really written by the apostle Peter. They say that 1 Peter was really an encyclical to all churches, rather than the named churches and used the name of Peter to ensure acceptance of the message in the letter. We do not know who rally wrote 1 Peter, but it was probably written early in the second century.
The epistle is not addressed to anyone in particular, but some think it was written for a Jewish audience.

General epistles, as those mentioned above, are not so specifically addressed and thus have a 'general' audience as the name suggests. Philippians is essentially not a general epistle because it is addressed to a specific group.
