Most people would agree that the US choosing to keep atomic energy and the development of the atomic bomb a secret from Joseph Stalin in 1940-1945 was the event that began the Cold War. The Cold War was really nothing more than the US and the USSR trying to reach a "balance of terror," or a point where each country was sure that the other would not attack them for fear of the reprimanding attack. It began when Roosevelt bombed Hiroshima and Nagasaki. Stalin saw that the US had highly superior weapons, and was afraid they would use them againt the USSR, and so he began developing nuclear weapons of his own.

Despite the commonly used date and event that "began" the US Civil War, the attack on Fort Sumter, only the US Supreme Court identified the event that began the war. In 1862, the US Supreme Court cited case law and the correct parts of the US Constitution, regarding the War Between the States. The Court declared that July 13, 1861 was the official and legal date that the Civil War began. The Court declared that only the Congress can declare war. Congress on July 13, 1861 recognized a state of war. There were no laws such as the War Powers Act, that exists now in the USA. As an aside, it was not until August 1861 that Lincoln stopped all trade between the North and the South, unless the Northern party obtains a permit to trade with the South.
