I suppose you could say both. Towards the beginning of his reign he was a good king. During the beginning of his reign he didn't believe in divorce. He turned monstrous towards the end of his reign. Personally, I think he reached his breaking point with the execution of Anne Boleyn or the death of Jane Seymour. Towards the end of his reign he trusted no one. He lost trust in Cromwell after the disastrous marriage to Anne of Cleaves. The Duke of Norfolk took this as an opportunity to get rid of Cromwell. Henry had Cromwell executed and regretted it for the rest of his life.
The reign of King Richard ll lasted 23 years,from June 22,1377 until Sept 29,1399.
