Many historians believe that Robert E. Lee's victory at the second battle of Bull Run was part of a larger strategy to set forth a Confederate offensive. When the rear guard of Union General Pope's army withdrew to Washington DC, to bolster the city's defenses on September 2, 1862, Lee made his crucial decision.
By the end of the next day, Lee leisurely moved his army on a March to Leesburg Virginia. There he reorganized his forces for the crucial invasion of Maryland. The defeat of Pope's army opened up the next phase of the war. This decision made only 6 hours after the retreat of Pope to Washington DC.

The decision in McCulloch v Maryland, (1819) increased federalism by invoking "implied powers" and established a hierarchical dominance of the central government over the states. This created a precedent that could be used to decide other cases in which federal and state interests conflicted.ExplanationMarshall concluded that Congress had the right to establish a national bank as an implied power under the Necessary and Proper Clause because the bank was being used to further Congress' constitutional authority to tax and distribute funds. Unlike the Articles of Confederation, which preceded the US Constitution, the Constitution does not prohibit the exercise of implied powers necessary to assist in carrying out constitutional mandates. The Court also held that the Supremacy clause, which elevates federal law above state law when the two are in conflict (and do not involve a right reserved to the state) protected the bank from being taxed by the State(s).Case Citation:McCulloch v. Maryland, 17 US 316 (1819)
US General In Chief had taken over Union operations in Virginia. This placed him and Confederate General Robert E. Lee in direct combat positions. At stake, in 1864, was Virginia itself along with the "refused to be taken" Confederate capital of Richmond. It was on May 7, 1864 that Grant decided to abandon his assaults in the Wilderness and move on to the strategic crossroads at the Spotsylvania Courthouse. General Lee had correctly guessed that it would be Grant's intension to sidestep his right flank. The Union advance was delayed by Confederate cavalry and the caution of Union commander Warren. This delay was of benefit to Confederate forces which reached the crucial crossroads first and were able to entrench themselves. These events preceded the Battle of Spotsylvania which would begin on May 8, 1864. The rapid movement of Lee's troops combined with the delays of the Union forces would be crucial aspects of this upcoming battle.
