We can preserve properties by first not littering places ourselves spreading awareness to people.

And this question have different prospectives ..... to lay the newspaper where ?? in a subway .. at bus stop or at office.. or at home .... leaving news paper at any public place will count in littering but if there can be any special spots at these public places ........ people can leave newspaper there so other people can use them ..... instead of trashing them in dustbin well ......... in short leaving anything without any proper order which doesnt look good is called littering whether its newspaper , magazine,or even ur girlfriendz underwear ....and so on
