Manners are taught and not a nationality. They are learned or not learned in the family and by cultural norms. When visiting a country a tourist is not part of that culture, but they can respect the required manners that are part of that culture. They can follow the manners while there.
Culture is that which is excellent in the arts, manners etc.
The numerous different table manners throughout the world are a result of the history of the culture. In one country, their table manners will be found offensive to another culture halfway around the world.

This is a very sensitve and political question and should not even be posted. Manners, correct manners as it were, are a result of culture and upbringing and can completely change outside of the context of the culture. So withing the culture if the manners are deemed appropriate and correct, then they are. Outside of the context of the relevant culture, this should not even be considered. As a respecful person, it is up to us to advise someone, or not(letting it go) if their "manners" are correct for the social culture that the person finds him or herself in. "As in Rome, do as the Romans do", and "Do unto others, as you would have them do unto you(the golden rule). My wifer and her kids are Philippino, and some eating customs are completely appropriate and correct in their culture, but would be considered rude here.
