The flag was like the US's flag today, 13 red and white stripes, in the top left corner a blue background, with white stars. Only their were 13 stars, for the 13 colonies. The stars were in a circle. As the US adopted more states, more stars were added.

In the US it should. It is the flag of the United States. There are certainly no other national flags that should ever be flown above the US flag anywhere within the US. It would be like saying that the other country has preeminence over the US, even in US territory. That would be ignorant and disrespectful, and possibly even illegal. Can you imagine going to any other country, and flying the US flag there, above the flag of that country? It may not be a formal declaration of war, but in the eyes of many it would be very close.
They fly a different flag, because they are a different country, now if they were the same country, they would fly the the US flag.
