That will be difficult to answer. Probably a fighter jet operated by some 3rd world country using equipment sold to them from Russia. For example: Columbian Air Force operates Mirage 5 that have been upgraded. Peruvian Air Forceoperates Su-22 & Su25 and Mig 21's and still have one old Canberra bought from South Africa(but its not a Fighter jet). I think they have some old Cessna A-37s. Honduras Air Force fly CASA 101 Aviojets that are armed with cannon to chase slow drug-runners. Not sure their top speed. Ultimately, it appears that the title is shared by the USAF A10 Warthog, CASA 101, and the Cessna A37. All 3 of these are jet powered fighter/bombers with a rated top speed of 450 knots.
