The Ntldr file reads and loads the boot menu in Windows XP. The file runs from the hard drive but can be run from portable storage devices.

To change the contents of the boot loader menu in Windows XP, one must edit the boot.ini file.
By "boot label", I presume you mean it's name as it appears in the boot menu. In Linux, we have a menu.lst file in boot/grub folder in which we can change the boot order and timeouts.No idea about Windows.!.

Boot menu allows you to choose programs/operating systems/program blocks to load. For instance, if you have two operating systems on your computer (not applicable for virtual machines) the boot menu allows you to choose OS to work with.
