Boot menu allows you to choose programs/operating systems/program blocks to load. For instance, if you have two operating systems on your computer (not applicable for virtual machines) the boot menu allows you to choose OS to work with.
By "boot label", I presume you mean it's name as it appears in the boot menu. Boot time, quickly click the F8 key position, you can enter the Advanced menu.

The Ntldr file reads and loads the boot menu in Windows XP. The file runs from the hard drive but can be run from portable storage devices.
