What file system is required if you want to use file and folder permissions for specific users?

Under Windows I believe the only file system with full support for this is NTFS.
On the Mac its standard HFS+ file system has always supported this.
On Unix and Linux all native file systems supported this.

In short: a very good understanding of file and folder permissions. There is no clear answer to this question. Folder and file permissions are very complicated. You can individually control folder and file permissions by right clicking on the folder/file, select properties, click on security and click on 'Edit...'. Be aware that this can have far reaching consequences. I suggest you go to http://technet.microsoft.com/en-us/ and learn about file and folder permissions. It is not easy and very tricky.

The FAT filesystem has no permissions. Anybody has full access to each and every file in the drive. Yes, every object in an NTFS system (files, folders, junctions, etc) has an owner. This owner is, by default, the creator of the object, but may be changed with sufficient system permissions.

One of the 'security' methods used by OSX is file permissions. Basically, everything on the hard drive can be considered a file, whether it will be a document or an application once it is read into the computer. Permissions extend from the object downward. So, if a folder is 'locked' then nothing in the folder, or within folders that are inside it, can be opened if you don't have permission to do so. If you have SKYPE in a strange location, OSX may not allow you to open it. Put it in the Applications folder. There are at least two Application folders on your computer. Each user has one, and the system has one. If a user other than yourself installed SKYPE into his Application Folder, then you will not have permission to open it, even if you move it into your app folder. Sometimes permissions can get confused. Use Disk Utility to repair them. Another simple way to fix your problem would be to install SKYPE again and make sure it is put in the System Application Folder.
