I am not sure where you got the five factors, but cabinet members are selected according to their expertise in the area in which they are chosen to serve, their past loyalty to the party and their help in winning the election for the president. The president wants someone who will not embarrass him in office and who will be confirmed by the Senate without controversy. There is also an interest in ethnicity- recent Presidents try very hard to appoint a woman, a black, an Hispanic , and if feasible, a Jew and a Catholic.

Cabinet appointments are ofter made as a reward for helping in the campaign. Nowdays, an effort is made to have some women, blacks, Hispanics and possibly some Catholics and Jews on the cabinet. However, the President also wants to appoint people who can do their job and won't embarrass him. Secretary of State,Treasury, Defense and the Attorney General probaby require the most expertise in their job.
