its a pilot light, it burns the propane slowly so the propane doesnt just fill your house so that when you DO light it, it doesnt all explode. The small flame is the 'pilot light,' and it is there as a source of ignition for the propane gas entering the heater.

A nice sharp 2 tone blue flame is ideal. A little orange at the tips is nothing to worry about. If you have much more yellow or orange than that your fuel/air mixture is incorrect.

Liquid Propane instead of Natural Gas. The orifice in the burner and pilot light are different sizes. The propane ones are bigger and let too much gas through and the flame will be too big.
You light a flame at the holes in the bottom of the glass part with the propane on, the glass will fill with propane and catch fire.
The color of the flame is based on how efficiently the flame is burning.......the blue is burning very efficiently as per the yellow it is burning slightly less efficiently
