After you beat Raquaza, talk to whishcash and he'll give you the hm waterfall and access to solar cave. Solar Cave has three HMs, Dive, Surf, and Waterfall, and you need keys to get all of them. The HMs are on B10f, B15f, and B20f, I don't which HMs are on which floor, but 1 HM is on each of those floors.
