you may be talking about a sand fly.

they are common around the world and usually come out in summer.
or if the insect in mind is larger, it could be a horse-fly. they appear more like flies and are known to sting people.

yes they sting and they are a very aggressive bee they really don't need a lot to aggravate them either I have been literally attacked for about two or three times this year already.. I'm trying to figure out why they are attacking me I don't even bother them. I was always told to leave them alone and they won't bother you not true they bothered me and I didn't bother them!
