Dogs, along with rabbits, have a digestive system that doesn't allow them to absorb nutrients all in one sitting. They eat their own feces in order to attain all possible nutrients that can be absorbed.
Just to reasure you that this is completely normal for a dog to eat poop. To the domestic dog it is normal to eat anything lying around that might have some nutritional value - including poo
The thing is i dont know whether this is in the park/the garden or even in the house. BUt in a park, the best thing is a very strong, solid recall with a concrete response. Or a simple 'LEAVE IT' might just do the trick if your dog knows what that means. Although, your dog is much better at finding poop then you are so s/he might get a few bites before you find out and intervene.
When you can control the enviroment make sure you do. If your dog is cleaning up after his or herself or mabye even other dogs then tidy the garden before s/he does it herself. If the dog is just going for it straight after s/he produces it then keep her on lead then lure her away with something even more tastier ! If that dosnt work then gently pull on him/her or invite her to play to distract. Or mabye throw a ball and clean up during the chase !
The 'LEAVE IT' command is quite important :)

You should pick up the other dog poo so the other dog can stop eating it

It is extremely common for dogs to eat poo. If I were you I would try to stop your dog/s from eating it as I have known of dogs getting very ill from eating it and had t go onto special vet food and medication which cost a bomb! Some dogs may be very close to death if they have to much!
for a dog your skills are: to control the dog, clean the dogs poo, and give the dog a walk.
Either tugs it's leash or pick it up ( with gloves or not ) if your dog doesn't have a leash
i think the laws relating on dog poo is that the owner must clean the dog poo away

If you do not know the dog, I sure wouldn't! It could have rabies, which is contracted through saliva. My dog enjoys eating horse poo, which I do not share that joy with. Therefore, to avoid any traces of horse poo on my meat, I prefer to refrain from letting my dog lick my food.
