think if your intended product of you pulses, lentils, uncooked rice, etc, are in the manufacturer packaging then they are fine. The main issues with importing food, is where it comes from and how it is packaged. ie. cooked food in plastic container are a no-no, but uncooked packages or even cooked food properly packaged are mostly accepted. Dairy & egg products are general frowned upon, because of diseases that can carry, just the same as live plant matter.

Most likely you can't. Cuba is a communist country, which means things are not allowed to leave or enter. That's why Cuban Cigars are illegal.
