Oh,from my view is no difference,I think. If any difference I can think of,that may be international may means the whole world including your own country,but foreign means the other countries in the world except your own country. This just my personal view,correct or not,I'm not sue :)
I think 'forex exchange' comes from the term 'foreign currency exchange'. You can exchange your money from the currency of the country you are based in to a currency from another country.

When a person changes their country, I think they have to pledge allegiance to their new Flag. Or else, they diminish the soverignty of that country.
