Go to Ilex Forest in Violet city (I think I don't have my DS on me right now...) and go through the forest a little and you will see a man standing and staring at a tree. Weave your way through the forest and you will meet up to him. when you encounter him, he will headbutt the tree. Then, talk to him, he will mention the move Headbutt and offer the move to you (if you want more than one Pokemon to learn it, he will teach it more than once) I have Pokemon HeartGold so I think SoulSilver is the same...hope this helps!
