It was a republic very much like the current US government, instead of the president, they had the Caesar, or Emperor, which was in charge of the army (protector of Rome). Unlike the president, however, they had no elections; once someone was Caesar he was so for life, but few actually ruled for long periods of time since they would most often get assassinated when they started deviating from the true duties, or simply when someone else that was powerful wanted to become emperor. A roman system for checks and balances. If the emperor got out of hand he was eliminated.
