I assume you mean in Excel, or similar spreadsheet programs. In Excel, you can use the "Word Wrap" option, which you find under cell format. In that case, if there is too much text in the cell the row height will grow to make more room below.

Font formatting affects text changing things like text size, colour, font-face etc. Border formatting affects borders around boxes, cells, pictures etc. It will change things like style, colour, thickness and combinations of borders, like having different borders on different sides.
The cell borders, which you see when first opening an excel page will not appear on print preview or on paper. They are there by default, so you can tell which cell you are entering your data into. In order to see any borders, you have to create them yourself with the border tool.
Format is applied to cells and ranges of cells. The only formatting between cells actually is to format the cell border, since all adjacent cells share the same borders with the cells they touch.
