Since California has jurisdiction, you will need to file a motion there, including arguments for what the residence of the children should be transferred across the country. This cannot be done easily use simple forms. It will require an attorney experience in this area. see links below.

You have to hope that the sister will fight in court for this to go through after your death. The court's ethos is to keep the child with family so it is actually a stronger case than for the child to stay with a step-parent. If the wish is for the child to stay with the step-parent - it would be best to protect your interests and have a baby with the step-parent so that the child is with immediate family upon your death.
