The only water on Venus is a tiny amount (0.002%) of water vapor in the atmosphere. The temperature of the planet's surface is about 870oF (465oC), hotter than most ovens, which has boiled away any surface water. The temperature of the uppermost layer of Venus's clouds averages about 55oF (13oC), which is cool enough to permit liquid water droplets or mist. Instead of water, scientific probes have found thick clouds of sulfur dioxide along with droplets or mist of sulfuric acid. Most planetary scientists agree that liquid water probably existed on the surface of Venus earlier in its history, but that it was boiled away by runaway global warming; and that the steam combined with volcanic sulfur dioxide to form the sulfuric acid clouds.

Because Venus has a runaway greenhouse effect, its temperature is exceptionally high and water would likely not exist in any form except as a gas (steam).
