As for 'what' founded the Church of Jesus Christ of Latter-day Saints (the "Mormon" church), Mormons believe that God the Father and Jesus Christ visited Joseph Smith, Jr and explained to him that none of the churches on earth were totally correct. That is the founding event of the Church.

'Who' founded it could either be considered Jesus Christ or Joseph Smith. Church members believe that Jesus Christ founded the Church during his mortal ministry in the New Testament, and then restored that truth and authority through Joseph Smith between the years of 1820 and 1845. The first official meeting of the Church was held on April 6, 1830.

Joseph Smith founded it in 1830. It is now based in SLC, Utah although it was founded in New York state. Smith published the "Book of Mormon" based on teachings he claimed to have found on golden plates buried in a hillside, which he then carried a huge distance and they then conveniently disappeared somehow.
