Thomas Jefferson penned this document then the House of Burgess made suggestions. Thomas Jefferson was considered to be the chairman of the 'Committee of Five.' He was appointed by the other four members to write the initial draft of the Declaration of Independence. Although, the others made a few changes, the majority of the work was done by Thomas Jefferson.
