warmth - this is why the frozen wooly mammoth didnt rot

Bacteria need moisture, nutrients and warmth to grow. Most bacteria need oxygen but not all, those that don't are called anaerobic bacteria and are often more dangerous, this is why in science lessons you never seal the petri dish the whole way round because you are less likely to grow the more dangerous variety; those that need oxygen are more likely to grow first and nick all the nutrients before the others get a chance!
Sorry but bacteria do not need other bacteria to reproduce many/most/all of them reproduce asexually eg grow copy their DNA and split in two.
Secondly as the second reply states they do not always need oxygen but can be anaerobic which means that they produce energy without oxygen. Thirdly low temperatures do not kill the bacteria but slow them down so much that they stop growing and thus making things rot, this is why you should not refreeze thawed meats etc. They also need the following a 'food' source, water (the reason salting or a high sugar content stop food rotting is because the bacteria have no water also works for air dried food like Parma ham or beef jerky) lastly they also need time to grow though admittedly not a lot.
