I was looking at the 1999 Ford Ranger Owner Guide and it doesn't show anything about it having a cabin air filter

You don't mention the engine size but according to the 1999 Ford Ranger Owner Guide : The 2.5 liter four cylinder and the 3.0 liter V6 take ( Motorcraft FL-400S ) The 4.0 liter V6 engine takes the ( Motorcraft FL-1A ) engine oil filter
