It depends on your style of riding. If you ride hard and are always on the throttle, you will get horrible mileage. But, if you ride soft you'll get great mileage.

To the best of my knowledge there is absolutely no difference with the fuel tank itself, the main difference in CA bikes VS 48 states has to do with the computer/fuel injection map. There are also noise restrictions which may cause the exhaust/manifold system to be different.
That hose is your vent line for the fuel tank.
