The governor isn't a separate component - it's programmed in the Engine Control Module. If you remove power to the ECM, the whole thing shuts down.
Furthermore, there are some countries in which HGVs by law must be governed at a certain speed. Since you mention the Volvo FM (which isn't sold on the US market), the likelihood of you being in such a country is considerable - thus, answering questions regarding how to turn up the speed controls on these vehicles could be providing a how-to on performing an illegal act, which is against this site's policy.

I heard some people remove a fuse which will kill many things including the speed limiter but that isn't really safe. The better solution is to get a unichip which would in the same time add some horsepower as well as removing the speed limiter
None. If you remove the relay which provides power to the electronic engine controls, the whole thing shuts off. Then, your speed is reduced to zero. These vehicles were designed to prevent driver tampering, bear in mind. Besides, if your truck has the Volvo SmartLink system or Qualcomm system, it'll give you away, anyhow.
Check for a 15A fuse under the dashboard on the driver's side.

Its normally on a fuse. I can't see why you'd want to do this though. modern trucks with electronic fuel systems operate the speed limiter seperately to the speedo

There'll be a fuse which should be labeled as going to the engine ECM/ECU.... however, it'll disable the entire vehicle. There isn't a separate mechanism for this - it's programmed into the ECM.
That will be a series of relays, not a fuse.
